EPA regulations of Refrigerant Management :
1) Service Practices.
a) Intentional venting/Recovery , extended to substitute refrigerants such as
HFC's.
b) Refrigerant transfer ( to system receiver ), or, recovered to/by a certified
recovery recycle machines.
EPA냉매관리 조례사항으로는
* 냉매배기 배출 관리를 신대체냉매로 늘리기로 하면서,
* 냉매회수 방법중 펌프다운//수액기 사용, 회수방법이나 재활용방법에 대한 인증사항.
2) Technician certification.
a) Technician defined. Any person performing maintenance, service or repair of
A/C or refrigerant equipment that could reasonably be expected to release CFC,
HCFC, HFCs and substitute refrigerants into the atmosphere.
Including disposal (* except motor vehicle A/C ) that could release refrigerant.
기술자의 자격증 관계;
혼합냉매 및 대체냉매 포함하여 수리, 관리, 서비스 하려 할때 및 폐기처분하려 할때 대기에 냉매를 누출할수 있는 사람/기술자를 의미하며 미환경청에서 요구하는 냉매취급자격증 소지를 요구하며,
3) Activity included in definitions of technician.
a) Attaching and detaching hoses and gauges.
b) Adding or removing refrigerant.
c) Any activity that violate the integrity of the refrigerant circuit when charged
with refrigerant.
기술자의 정의로;
* 게이지나 호스를 띄였다 붙였다 하는 행동,
* 냉매 충전 혹은 회수하는 행동,
* 냉매가 들어 있는 회로에 해를 주려고 하는 행동을 하려고 하는 기술자를 이야기 하며
4) Activities excluded in definition of technicians.
a) Activities that so not violate the integrity of the refrigerant circuit such as
painting, rewiring, replacing insulation and fasteners.
b) Maintenance, service, repair or disposal of appliances that has refrigerant
recovered and evacuated per EPA regulations.
c) Service and disposing of motor vehicle air conditioning systems (* #609
required )
d) The purchase of " small cans " containing less than 20 lbs of refrigerant, in
which 609 Certification required.
e) While only certified technicians may purchase container of 20 lbs and over of
refrigerant or pre-charged split systems and component pre-charged with
refrigerant, assembled //manufactured units such as household refrigerators,
window and packaged units are exempt.
f) Refrigerant changing hands between manufacturers and wholesalers are
exempt. And contractors are allowed to have " clerks or runners " pick-up
and deliver refrigerant.
기타 냉매의 정상적인 가동과는 관계없이
* 페인팅, 전선배선, 절연체 설치, 혹은 볼트조이기,
* 자동차 폐기//#609 항목에 속하는 행위//무자격.
* 20파운드 미만 냉매탱크 구입불가.
* 주로 20파운드 이상의 냉매 구입은 자격증 소유자에 한하며 기타 이미 제조과정에 냉매가 들어 있는 공조기 구매 혹은 조립//가정용 냉장고, 창문용 에어컨 구입설치는 예외 조항으로 하며,
* 냉매구입시에 도매상과 소매상의 거래 및 심부름 할때의 거래과정은 허가 하기로 합니다.
